Trafficking Prevention Project in Ukraine

In July 1998 Winrock International, an American NGO, established a pilot program to prevent trafficking in people. The pilot program addresses two key factors that contribute to the susceptibility of Ukrainian women to trafficking: lack of economic opportunity and violence against women. Activities are aimed at women between the ages of 12 and 30, the group at greatest risk of being trafficked. In 1998 "Women for Women" Centers, located in Dnipropetrovsk, Donetsk and Lviv, were opened in partnership with established Ukrainian non-governmental women's organizations with demonstrated experience in cooperating with other NGOs, health providers and the legal community as well as with local government. The network of trafficking prevention centers was expanded in Autumn 2000 to include four new centers located in Chernivtsi, Kherson, Rivne, and Zhytomyr.

Through a competitive Seed Grants Program administered in cooperation with the International Renaissance Foundation, the program has awarded 41 grants to Ukrainian NGOs in 21 cities, towns and villages. The grants were awarded for projects in the areas of: increasing economic opportunities for women, decreasing violence against women and increasing public awareness of trafficking in women.

There is also a program of interactive training which operates in all the regions of Ukraine (other than those in which "Women for Women" Centers work). The aim of the training is: to increase self-confidence of women; to help women develop basic practical life skills; to assist women visualize possibilities for self-employment in today's labor market or for establishing one's own business.
